    PetroChina is an Energy Optimist

    A Chinese oil and gas company tops this year's Asia BusinessWeek 50. Buoyed by a runup in oil prices and soaring growth in China's red-hot economy, PetroChina, China's No. 1 exploration and production player, had a banner year in 2005. And there are no signs of any slackening yet. In the first six months of this year, net profits were up 29%, to a record of more than $10 billion, on sales 25% higher at $41 billion.


    Outside of its home country, PetroChina's image is of a company rushing around the world trying to snap up oil reserves wherever it can. But China's biggest energy company, which controls 75% of the mainland's reserves, has major domestic exploration programs that enable it to keep jacking up production of both oil and gas.

    Management, led by Chairman Chen Geng, aims to increase production by 5% a year over the long haul. Lately the company has been running well ahead of that target. All told, PetroChina's production in the first six months totaled 533 million barrels of oil equivalent, up by 6.8%, vs. the same period in 2005.

    Buoyed By Oil Finds.
    "In a bid to meet energy demand from the domestic economic growth, we spared no efforts in production," said PetroChina President Jiang Jiemin announcing first-half results on Aug. 23. "They are executing their plan and executing it well," says David Hurd, managing director and head of Asian Oil & Gas Research, Deutsche Bank.
    The biggest surge came in gas output, up 30.8% in the first six months of this year, thanks to new discoveries in China's Songliao and Sichuan Basins. New oil finds in the mainland's Erdos and Tarim Basins, as well as Bohai Bay, pumped up oil production by 1.8%.

    Of course, PetroChina does also place a premium on expansion abroad. Working with its parent CNPC, it has explored for oil and gas in Kazakhstan, Peru, Venezuela, and Indonesia. But levels of foreign production remain modest. They were just over 27 million barrels of oil equivalent in the first half of the year, though that was an increase of just over 10%.

    Tough Price Caps.
    PetroChina's unparalleled government connections are a big help in its operations. Former Chairman Ma Fucai is now the No. 3 official in the National Development Reform Commission, the country's top regulatory body. As China's premier petro-player with 439,000 employees, not to mention its status as the nation's largest taxpayer, PetroChina can be assured of both cheaply priced assets from its parent company and access to cheap government loans to support future expansion, say analysts.
    Even so, it hasn't all been clear sailing. Beijing caps the pump price of gasoline sold by PetroChina's 18,000 service stations at about $2.40 a gallon, leading to losses in the company's refinery and marketing businesses. And with concerns about social stability growing, the government is unlikely to allow fuel prices to rise sharply, afraid that might upset hundreds of millions of poor farmers, tens of thousands of cab drivers, and many companies that rely on cheap energy.

    With world oil prices already softening, PetroChina seems sure to face future profit pressures. "You are not going to have record profits year after year if you are in a commodity business," warns Deutsche Bank's Hurd. Even so, China's economy is expected to keep growing fast, and with strong management and great government connections, PetroChina is positioned to keep up its premier performance.

    De kraak van de beurzen wereldwijd, maakt duidelijk dat de wereldeconomie aan het groeien is, groei is vraag naar olie.

    Ik veronderstel dat olie nu niet meer onder de 50$ zal geraken, en dan nog dit bedrijf boert evengoed met als zonder hoge olieprijzen, alleen zal de winst dan wat lager zijn.

    Het lijkt mij dat samen met de olieprijs de bodem van Petrochina ook achter de rug ligt.

    Verder is China nog maar net begonnen met het vullen van zijn strategische reserves, wat een tijdje een opwaartse druk geeft.

    Verder wordt het alweer winter.

    Oil imports hit record high

    China's filling of its strategic reserves and refiners capitalizing on falls in international crude oil prices helped drive the country's crude imports sharply higher in September, to a level analysts said was a record monthly high.
    Continued robust economic growth in spite of policy moves by the Chinese government to cool the housing market and excessive borrowing were also cited by market observers as supporting oil demand.

    Preliminary data published by the General Administration of Customs Thursday showed that China's crude imports in September totaled 13.46 million tonnes, or an average of 3.29 million barrels a day, representing a rise of 24 percent from a year earlier.

    According to David Hurd, a Beijing-based oil and gas research analyst at Deutsche Bank, this would be an all-time high for any month, beating the 13.15 million tonnes of crude that China imported in January.

    "It looks like they are importing oil for their strategic reserves," Hurd said.

    Last week, Xu Dingming, vice director of the State Energy Office under the State Council, said that filling of China's strategic oil reserves at Zhenhai in the eastern province of Zhejiang was under way. He said domestically produced oil was being used, while state media have added that China has put three million barrels of Russian crude into the tanks.

    According to the reports, the first cargo of Russian crude arrived in mid- August but it was unclear whether further deliveries took place the following month.

    China's crude exports also slumped 75.6 percent to 130,000 tonnes compared to a year earlier, although the customs bureau did not specify the reasons why or which countries were hit hardest by the decline.

    "Filling the strategic reserves will suck away a bit of Chinese production, which means that China will have to import more to compensate," said Gordon Kwan, a Hong Kong-based analyst at brokerage CLSA.

    Crude imports totaled 109.25 million tonnes between January and September, up 16.3 percent from the same period of 2005.

    The imports put China on course to better its first-half growth of 15.6 percent over the year as a whole.

    In the first nine months of the year, China's exports of crude fell 21.8 percent to 4.27 million tonnes.

    Kwan forecasts an 18 percent rise in China's oil imports during the second half of the year.

    He said he expects the government to remain cautious regarding stock- building despite the 20 percent fall in the international oil prices since the summer.

    "If you ask the Chinese government, they would probably say that oil prices are still too high, so I don't see them buying aggressively [for stocks]," Kwan said. "But if the oil price falls to US$50 [HK$390] a barrel, then I think they would start buying big time."

    The lower international oil prices were more likely to have had an impact on the thinking of China's refiners rather than the state, he added.

    "The positive effect of lower oil prices combined with China's fixed product prices means that the margin for refiners has expanded," Kwan said.

    "This gives PetroChina and Sinopec more motivation to import oil because they now make money whereas previously they were losing money."

    The start-up of the 160,000 barrels per day refinery owned by China Petroleum and Chemical Corp on southern Hainan Island has boosted the country's processing capability.

    China's appetite for foreign crude was mirrored by its imports of oil products, which rose 25.5 percent on- year to 29.16 million tonnes in the first nine months.

    Demand for diesel to power agricultural machinery typically rises sharply during the harvest season in September and October, as well as for boats during the fishing season. i

    Fuel oil imports were strong this summer, as China's small and inefficient teapot refiners capitalized on higher cracking margins by ramping up output.

    According to customs data, imports of oil products rose 24.2 percent to 3.43 million tonnes on-year in September, while exports totaled 910,000 tonnes.

    Qaeda claims Yemen oil attacks, vows more strikes

    DUBAI (Reuters) - Al Qaeda's wing in U.S.-allied Yemen claimed responsibility for September 15 attacks on oil facilities in the Arab state and vowed more strikes against the United States and its allies.


    "Let the Americans and their allies among the worshippers of the cross and their apostate aides ... know that these operations are only the first spark and that what is coming is more severe and bitter," the group said in a statement posted on the Internet.

    The authenticity of the statement posted on a Web site used by Islamist militant groups could not be verified. The statement, believed to be the first posting by Yemen's branch of Qaeda, was dated Ramadan 20, which corresponds to October 13.

    Yemen had said that four bombers were killed on September 15, when security forces blew up four rigged cars before they reached oil and gas facilities in the eastern provinces of Marib and Hadarmout. A guard was also killed, a worker with Canadian oil company Nexen Inc.

    Commenting on the foiled attacks, the group said: "These operations came in response to directives from our emir (leader) Sheikh Osama bin Laden, may God preserve him, in which he ordered Muslims to hit the Western economy and stop the robbing of Muslims' wealth."

    The group also said Yemeni President Ali Abdullah Saleh should "repent, return to his faith, apply Islamic law, renounce democracy, the religion of America, and abandon (his) alliance with the infidels."

    "Let him (Saleh) know that his rule will not last (forever) and that God bestows his victory upon his soldiers..."

    Saleh, who has ruled Yemen since 1990, has cracked down on al Qaeda after the September 11 attacks on the United States in 2001 and bombings in the Arab state.

    "Let them know that our blood is not cheap. The killing of Sheikh Abu Musab al-Zarqawi will not pass without revenge ... let the tyrant of Yemen know that the killing of Sheikh Ali al-Harthi by U.S. missiles will pass without revenge."

    Harthi, al Qaeda leader in Yemen, was killed by a missile fired by an unmanned CIA plane in Yemen in 2002 and Iraq's branch chief Zarqawi was killed in a U.S. air strike in June. It said the two operations were named after the two men.

    Attacks in Yemen, the ancestral home of bin Laden, include the suicide bombing in 2000 of the U.S. warship Cole, which killed 17 U.S. sailors, and the bombing of the French oil supertanker Limburg off the coast in 2002, for which al Qaeda claimed responsibility.

    In September, minor oil producer Yemen said it had broken up an al Qaeda-linked cell that was behind the foiled attacks.

    Oil Prices Boost Hong Kong CNPC
    The affiliate of China's government-owned petro-major is growing fast—and expanding across Asia and the Middle East

    Two words pretty much say it all: oil prices. With crude up almost 40% to around $50 a barrel in the first half of this year, CNPC (Hong Kong) saw sales grow 30.9%, to $253 million, and profits rocket up 59.3%, to $ 149 million, during the same period.

    "The price of oil has helped tremendously," says David Hurd, managing director and head of Asian oil and gas research at Deutsche Bank. So has plenty of exploration success that explains the company's strong showing on this year's Asia's Hot Growth Company roster.

    Hong Kong-listed CNPC has sold 8.7 million barrels of oil in the first half of this year, up 9.49%. And more than half of that business represents oil extracted from China, including from its far western deserts and the Xinjiang Karamay contract area, which sold 367,000 tons this year through June. Even more significant was the 530,000 tons of crude oil pumped from its Liaohe Leng Jiapu field in northeastern China's Liaoning Province.

    Most of that has gone straight to the Hong Kong unit's enormous parent company and China's largest petro-major, CNPC. The Hong Kong affiliate of CNPC and Petrochina (PTR) are majority owned by Beijing-based China National Petroleum Corporation (CNPC ).

    Farther and Farther Afield
    With the mainland economy growing at close to 10% annually, it's nice to have such close state ties and thus a guaranteed market. "These companies all have very strong government support behind them," says Deutsche Bank's Hurd.

    At the same time, CNPC is also aggressively expanding abroad. In the Middle East and Central Asia, it is active in countries including the Sultanate of Oman, Kazakhstan, and Azerbaijan. And in Southeast Asia, it is on a tear with investments in Burma as well as holdings in Thailand's Sukhothai concession.

    "We are looking at new projects around the world," Chairman Wang Mingcai told a Hong Kong press conference in late May. "It's hard to say whether we can finalize some of them by this yearend. We are working on them."

    CNPC (Hong Kong) is already moving forward with expansion plans. In July it signed a letter of intent to buy 70% of Indonesia's Continental GeoPetro for $5 million. So it's hardly a surprise that this oil company has attracted big institutional investors such as JP Morgan Chase (JPM), which holds about 11%. If CNPC (Hong Kong) keeps up the pace it has set for itself, expect plenty more attention from the investors of the world.

    Petrochina was up more than 5 per cent to HK$10.9 (US$1.4) after hitting a record of HK$10.98 (US$1.42), also encouraged by hopes that the company would float its shares on the mainland stock market as early as next year.

    PetroChina to Use Forest Bioenergy as Ethanol Feedstock Alternative

    SHANGHAI (Interfax-China) -- PetroChina Company Ltd. [NYSE:PTR] signed an agreement with the State Forestry Administration to establish bio-energy bases in Yunnan and Sichuan Provinces to produce ethanol and biodiesel, a company official told Interfax.

    The first phase of the project will cover 600,000 mu (40,000 hectares), said Zhang Anping, an official from the company.




    Xiao Hui, an analyst at United Securities, said ethanol produced from corn can't satisfy China's demand, especially with the country's recent restrictions, and will require new methods to produce alternative energy.

    "Bio-energy has vast prospects in China, as we're looking for new alternative energy when traditional energy like oil is not sufficient," Xiao added.

    In a statement, PetroChina said forestry bio-energy, a key part of China alternative energy development strategy, will achieve a win-win for industry and ecology, and ease energy supply shortages.

    PetroChina plans to build more than 2 million metric tonnes of forest bio-energy ethanol production capacity per year, and account for more than 40 percent of the national capacity by 2010. The company also aims to construct 200,000 metric tonnes of bio-diesel capacity per year by then.

    China has more than 6 million hectares of oleaginous forest with fruit output of more than 4 million metric tonnes. China can produce up to 500,000 metric tonnes of bio-diesel if they use one third of the plants, said Wang Tao, from China Academy of Engineering in Beijing in Nov 2006.

    On Wednesday, China oil major China National Offshore Oil Co. [NYSE:CEO] announced it would join palm oil producer PT SMART Tbk and a Hong Kong energy firm to invest $5.5 billion in producing biofuel in Indonesia.

    SMART, state-owned CNOOC and Hong Kong Energy Ltd. will spend $5.5 billion in three phases over eight years to develop crude palm oil-based biodiesel and sugarcane- or cassava-based bioethanol.

    Commentary

    China would risk becoming a net importer of corn if industrial feedstock usage continues on its current growth pattern. Restrictions are now in place which means that alternatives need to be found.

    We have oft suggested raw sugarcane of which there is plentiful supply. Oleaginous crops, such as rapeseed, soybean & sunflower, are most commonly used in bio-fuel production.

    Non-wood forestry products will also be effective and the conversion cost of existing plant, which is running substantially below capacity, would not be prohibitive.

    Ik vind PTR een heel mooi aandeel. Als ik nog vol in olie zou zitten zou ik het zeker hebben. Ik ben echter bijna volledig uit olie.

    De grootste oliemaatschappij van China, en inmiddels de tweede van de wereld, PetroChina heeft in 2006 haar olie- en gasproductie weten op te voeren tot in totaal iets meer dan een miljard vaten olie-equivalenten.

    Dit is een stijging met 5,2% ten opzichte van een jaar eerder. Vooral de hoeveelheid gas nam met 23,5% fors toe. Olie bleef hierbij met 0,8% fors achter.

    De grootste stijgingen zijn in het begin van het jaar geboekt, toen de olieprijs zich nog op piekniveaus bevond. Overigens kon PetroChina niet optimaal profiteren van de hoge prijzen.

    Doordat de Chinese overheid de prijzen van brandstoffen vaststelt, heeft de raffinagedivisie van PetroChina in 2006 waarschijnlijk een groot verlies geleden. Het bedrijf heeft haar winstcijfers nog niet vrijgegeven.

    Voor 2007 verwacht PetroChina een verdere groei van de productie, gedreven door een aanhoudend hoge economische groei in China en de hiermee samenhangende vraag naar energie.

    Ook dit jaar zal de groei hoofdzakelijk voor rekening komen van de gas-activiteiten. De koers PetroChina is op de beurs van HongKong in 2006 met 75% gestegen, maar in de eerste twee weken van dit jaar moest het aandeel weer 10% inleveren. PetroChina staat op lijst met favorieten van ABN Amro.

    Ook Chinese consument geeft rendement

    Veel beleggers hebben voor de komende tijd grote verwachtingen van de Chinese beurs. Daarbij vooral wordt vooral gespeeld op producenten die actief zijn op de exportmarkt. Maar fondsmanager Pauline Dan mikt hoofdzakelijk op de toegenomen slagkracht van de Chinese consument.

    De fondsmanager van het John Hancock Greater China Opportunities Fund let bij haar selectie vooral op de kasstroom, het dividenrendement en de kwaliteit van het management. Het Amerikaanse beleggingsfonds werd opgericht in 2005 en heeft sinds die tijd een rendement behaald van 55%.

    'Ik heb goede verwachtingen voor de toekomst aangezien de Chinese middenklasse steeds meer te besteden krijgt', zei Dan in een interview met website Marketwatch.

    Het John Hancock Greater China Opportunities Fund heeft een belang van 20% in China Mobile en PetroChina. Verder heeft het fonds onlangs aandelen gekocht van Denway Motors, een Chinese autofabrikant met een samenwerkingsverband met het Japanse Honda en van Bank of East Asia, de derde bank van Hongkong.

    PetroChina to Explore Arctic Shelf with Rosneft, Gazprom

    Russia's remote oil-rich Arctic Continental Shelf may welcome joint exploration by PetroChina, Russia's Rosneft and Gazprom, the first two largest oil and gas companies in Russia, a Russian media outlet reported. According to the media, PetroChina is expected to provide capital and essential equipment, in exchange for the right to exploit Arctic oil and gas and the related agreement would be signed in the second quarter of this year.

    An official from Russia's Mineral Resources Development Bureau was quoted as saying that Russia should boost exploration on the continental shelf through all channels. Analysts believe that Russia lacks the capital to explore on the shelf by itself and needs foreign capital to fill this void.

    For Russia, PetroChina will be an ideal partner, as the growing cooperation between PetroChina and Rosneft in recent years has shown. As early as July 2005, PetroChina and Roseneft inked a long-term cooperative contract. Last summer, PetroChina even purchased shares of Roseneft IPO for US$500 million. Last October, the two sides formed a joint venture that enables them to explore, develop, and market oil and gas resources in Russia's eastern Siberia area.

    Because oil and natural gas are regarded as strategic resources, Russia's government only allows joint exploration if foreign companies participate.

    As the top natural gas exporter and second-largest oil exporter, Russia holds 13 percent of the world's oil and 35 percent of its natural gas. Growth of the massive country's oil and gas production has slowed down in recent years, however, as the potential growth of traditional production has been drying up.     Russia's continental shelf comprises 6.2 million square kilometers, 4 million of which are believed to hold rich oil and gas resources. Russia's government has plans to annually explore 10 million tons of oil and 30 billion cubic meters of gas by 2010--and 95 million tons and 320 billion cubic meters by 2020. Analysts predict that Russia's continental shelf will become the country's main source of oil and natural gas in the 21st century.
