Long awaited Erdemir tender to launch within a week

An announcement for the tender of Ereðli Steel and Ironworks (Erdemir) is expected this week, officials said yesterday.

The privatization of Erdemir, Turkey's biggest iron and steel concern, has been the subject of significant protests and discussions as of late.

Some 52.36 percent of Erdemir's shares are going to be sold as envisaged -- as of April 19 -- by the Privatization Administration (ÖÝB), the governmental body responsible for the privatization process of state-owned assets.

Erdemir's decision to issue a golden share (a type of share that gives its shareholder veto power over changes to the company's charter) is still awaiting Prime Minister Recep Tayyip Erdoðan's signature, after which, according to procedure, the golden share decision will be transferred to the Capital Markets Board (SPK), ahead of a statement of the launching of the tendering process.

According to statements, interested parties in the 52.36 percent of shares to be sold by block sale will be ask to fulfill some requirements, such as the employment guarantee that will be in force for two years protecting roughly 95 percent of Erdemir's workforce. Additionally, in the privatization conditions, the investment guarantees required from interested firms also have to be determined.

Within the total shares to be sold, some 46.12 percent of shares presently belong to the ÖÝB, while 3.17 percent is held by the Turkish Development Bank (TKB). Firms coming with their offerings for 46.12 percent shares will be exposed to same conditions for the TKB shares. Together with the 3.07 percent shares belonging to Erdemir expected to be sold on the Istanbul Stock Exchange (ÝMKB), the total amount to be privatized comes to 52.36 percent.

A call exemption decision concerning the amount subject to block sale is obtained from the SPK, as Turkish trade legislation requires.

Govt likely to cut import duty on steel products from 25 to 20 percent
    Pakistan - 2005 May 14

The federal government is expected to cut the import duty on steel and to offer other incentives to importers in the budget 2005-06 to bridge the demand-supply gap of steel products and cap the rising prices of the commodity.

Sources close to the budget documentation said the authorities were seriously considering relief for commercial importers of
steel in the next budget, which might result in a cut in import and the income tax on importers.

“The import duty on steel is likely to be cut from 25 percent to 20 percent,” said a source. “Similarly there is also strong
possibility of 6 percent income tax levied on commercial importers at import stage.”

A source said currently industrial importers were enjoying 6 percent income tax exemption at the import stage, which was expected to be extended to commercial importers. He said instability in the steel prices at the retail level also motivated
the taxmen to propose a cut the in import duty of steel, which would spur importing activity and help in filling the demand-supply gap.

“Though the government in December 2004 offered various relief for steel, there is a need to address the issue to keep the prices stable at retail level,” he added.

The government cut the import tariff on rollable and re-meltable scrap in order to reduce steel prices in the country. The authorities reduced import tariff on rollable scrap from $430 per tonne to $330 per tonne and slashed tariff on re-meltable scrap from $400 to $300 per tonne.

The source said the fresh incentives would speed up import activity, as the country largely depended on imported products from African and South American countries.
